Gallup set out to explain why some organizations reach real AI adoption while others stall. The answer, in their reporting, is not the tools at all. It is four conditions that set adopting organizations apart: manager support, integration of AI into the actual work rather than a separate initiative, room for employees to experiment, and clear AI policies that tell people what is expected of them.

We read this as a sequencing finding as much as a conditions finding. Manager support and clear policy are decisions a leadership team makes before anyone else touches a tool. Integration into the work and room to experiment are decisions made once frontline teams start building. None of the four conditions can be delegated to a vendor or a rollout calendar. They are set by the people already running the organization, in the order those people choose to set them. That is the case for starting with leaders, not with a tool rollout.
